Fine and ''Attitude Adjustment" at a YAH Con store.....

Hi,

Whilst flying around with a bounty I was scanned and warned by a viper, before docking at a YAH Con store shortly afterwards. I was kind of surprised that a fine and "Attitude Adjustment" (I think that's what is said) time penalty was given in this station. I would have thought these should only be applied at main stations.

Is this a bug or by design?

Probably design. After you have been warned by police, the fine will be given in any station in the current system. Maybe just main station and those with police/military scan_class would seem more appropriate?
