They can take a bit of finding, but are usually on the witchpoint to planet line somewhere, so just keep looking. Quite often they will find you...coming into scanner range as you fly along, and normally they attack without warning, so you know you've 'found' them.

There is a trick for finding them.
Your targets do not cruise between the witchpoint and the planet, but in the straight line between the witchpoint and the station. If you happen to meet them close to the witchpoint, you won't notice the difference. But the station can be quite a bit on the side of the planet. Therefore the closer your target is to the planet, the more he will be outside your scanner range, if you just fly towards the middle of the planet. Which means you won't find him.
So, next time you jump into a target system, locate the station first (in many cases it is visible from the witchpoint if you look carefully), and then head straight towards is without deviating to the right or to the left. Now you're guaranteed to meet your target sooner or later.
