To my mind it has always been clear (perhaps wrongly) that the ECM wave is detectable, and when the ship systems detect it, play a siren. This is useful information during a battle, it indicates several things:

* there are missiles flying around (not always yours, not always at you)
* if you have fired a missile, you should check the target, he may now be safe and bearing down on you while you are concentrating on someone else
* Someone has an ecm fitted, so better not to waste more missiles
* It may warn you that you are approaching a combat zone.

Inside a station it is less clear. I guess in a rock hermit, you would want to know everything that happened outside because you are quite exposed. In a corolis station less so. More likely to go find a window to watch the action.
