The Military Shield Enhancement is available at TL 13+, but I believe that you need to have the Shield Boosters fitted first.
There are ten TL 13+ systems in G1.
I would advise stilts for the quagmires, and camels for the snowy hills

I think you need a system of tech level 13 or higher to find these. I'm not to good at Oolite geography myself but the wiki has some star charts you could consult to find a suitable place. Navy stations and seedy space bars (both oxp) also sell these but you will have to pay a premium.

Edit to add: damn ninja'd

If you are willing to change ships, you can look out for a cobra3 with military enhancement for sale.
I just started looking into purchasing another ship (still too expensive for me) and sometimes saw cobra3 with naval shields or naval engine.

Nope. Both items are independent of each other.

Oh well, I got it wrong again.
It doesn't pay to read the Wiki... that states that it requires the boosters:

Not really, it has the commas in the right place to be interpreted as 'this will boost your shields even more - along with the Shield enhancement and normal shields'. I think it could have been written more clearly though.

Commas? It says clearly "requires: Shield Boosters"! :D

Corrected both things on the wiki now.
It does not require any other equipment.

And 13+ it not fully correct. It is always available at 14+ systems but at level 13 only at certain days. Just try it. It is predictable as it is always the same day of the week. (Mondays?) But timing the arrival to be at a certain day can be quite hard, so I usually aim for the system with the more sure availability.

The Oolite reference sheet writes 14+

I believe Tianave (The Pulsar system) is TL 13 and I know there's a bunch of high TL systems near it of which at least one is. So take a holiday, see the Pulsar and get the upgrades all at the same time. :)

It's in the top right of G1.

Oh yeah, I was only looking at the overview. More caffeine methinks.

Thanks for updating the Wiki Eric, but I think that the overview is still ambiguous.
It’s been quite a long while since I installed the MSE, but I have this vague nagging memory that it didn’t work properly unless
the Shield Boosters were also in place. Was it different on earlier versions of Oolite, hence the original entry on the Wiki?
Or is this old man’s memory playing tricks again? Hey-Ho!

That’s an interesting fact regarding the uncertain availability of the MSE at TL 13’s… I like quirks of that sort.
