There's still a problem with players being attacked by "Clean" pirates, and then getting a criminal record (and worse, being attacked by Vipers) because they're witnessed by the police firing back in self-defence. As if the real life police would always know (or care) who the real instiga...

Tramp Pirate Gang: A big freighter or two, escorted by enough fighters to ensure survival on one hand, and additionally generate loot for the freighters to scoop. The freighters are their base, so ideally (but not depicted in the game), the fighters can dock and/or be hangared on the big ships. And ...

another thought:
not all pirates would be full-timers. a lot of them would be traders like you and me, jumping on an opportunity every so often.

i would expect the pirates to come from similar places real world pirates come from. they either operate from systems where the government is unable to prosecute them, or turns a blind eye. that doesn't mean they only operate in poor and anarchistic systems, merely that they stage their raids from t...
