Adding info to post edits

A couple of times since the switch to phpbb v3, I've noticed that sometimes post edits get added info attached. Like
this one, for instance. I recognize the feature from other boards, and have used it myself (also on other boards).
My best guess is that this option is not activated for regular users, since all the posts I've seen have been from people with admin powers. Is this done on purpose, or is it an oversight? Or is it just such a hassle to add it for us regular folks that it hasn't been done?

I think the small box is always added when an administrator or moderator edits a post. I think it is intended to make you aware that you've been censored.
It seems, however, that the same box is inserted whenever an admin or moderator edits
their own post, like anybody else may edit their own posts. This makes much less sense, unless the edit is for administrative/moderation purposes. IMO it shouldn't appear if someone who happens to be an admin simply spots a typo in their own post and corrects it. For non-admins, if they do so before anybody else has posted, the board doesn't indicate the edit at all. If someone else
has already posted, a small line with the editing timestamp is inserted at the end, but that is nowhere near the administrator-edit-box.

That can't be it. In the spam thread, the *s added to the reports to indicate that a purge has been performed don't have
any edit info associated. So in those cases the post editing is done in complete stealth mode.

All mod edits are logged though, so not complete stealth mode.

There are some oddities re edit flags: if you send a PM, then decide to edit it before it's been 'read', an edit flag will appear, for no useful reason.

I can’t be bothered to set up a test account, but when I edit a post (mine or anyone else’s) there’s an optional “Reason for this edit” box below the main editing box.

So did I, except, if you look at my membership details you'll see that it doesn't display what my most posted forum is and stuff like that, whereas it does for EV, so I don't know...
EDIT: I am an idiot - Reason for editing this post was off the bottom of the screen
