Those scanner things are two, one makes the ship using it invisible on the scanner for others and prevents missile locks while the other one counters that feature.

Interesting piece of unsupported equipment! It might work, it might not work. Use at your own risk, etc. etc...

They're not implemented 100% correctly as far as I know, and they seem to break the game balance.
They're part of a planned Oolite internal mission that never quite saw the light of the day, but left in the code to allow for future development.

RS & OSE decided to tweak things to make them available, even in their unfinished state.

Do treat them as another 'cheat' if you really want to make the player's life easier than it already is!
