Oolite Bulletins

I've had a few ideas for creating a ships oxp. I can create a ship's characteristics easily enough by editing an existing ship, but where can I find a program to actually design the look of the ship and save it in the correct format?

I'm not even going to attempt shaders at this stage, so I'll worry about that side of things later!
