what is it that determines what eqipment a ship can carry- i dont seem to see any references to it in the shipsdata.plist
i fear this may be a more complex question than i have asked!
..

Shipyard.plist only effects the player version of the ship. For the NPC the equipment keys in the shipdata entry set what equipment it can have. This can be fixed as always present or it can be a probability, so Oolite rolls its dice for each item the ship can have, to determine what equipment it fitted to a particularly ship of that type when generated.
