A not-too-bad substitute for cooper black is cookie regular, I think it's freeware, and the ING logo uses a Times New Roman variant... the Liberation Serif font, from Red Hat, should do the trick!
edit: it seems that cookie regular is actually copyrighted, even though it's by a company that has ceased trading.
There's another cooper black lookalike called 'Coopa Blacka' and its copyright notice says 'please steal this font' so I'm not too sure about that one either.

My excuse is that I’ve accidentally become a designer at $realwork. These days I walk around town and little mental labels appear on all the signs tagging the font and measuring margins. I’ve even got an iPhone app to identify fonts in photos, which would be immensely cool save for the detail that it’s always, always wrong.

I don't really deal with graphic stuff in RL, so I suppose I'll have to hide my ...hmm... ...err... 'magician' tendencies as best as I can for the future...
