What is the deference in missiles key and max_missiles key in the shiptada plist. The first one is for the missile capacity of a players ship and the second one for the likely missiles of an NPC ship?

Other way around.

Missiles is the number of missiles the NPC ship has.

Max_missiles is the maximum number of missiles (or more accurately these days pylon-mounted equipment) that a player ship can accomodate.

Max_missiles is a player-ship only key, OXP verifier will complain at you if you try and use it on an NPC one.

Or it could be used to allow a random number of missiles, missiles being the lower bound.

Could but currently doesn't. And I should elaborate that missiles is the maximum number the NPC ship can have. It doesn't necessarily follow that this is the number it will fire at you if provoked. That may be less.
