Um, I guess its in an OXP. Is it in one of the missile packs?
You probably was an ECM system -- certainly works enough of the time to make missiles little more than an annoyance.
edit: it is from a missiles and bombs OXP. Get it here:

I havent used it, but I guess you fire chaff like a missile (hit m)

Thanks, I've got the oxp, I just haven't worked out yet how to launch one/it/some. is it launched like a bomb? I'm off to find out.
No instructions on wiki, or read me, or Ramirez' site.

From memory:
1) Buy the chaff dispenser, it will mount on an available pylon (if you ain't got one, you can't buy it).
2) Refill it with chaff (you can only do if you have the dispenser).
3) Launch, and go find someone to fire a missile at you.
4) When they do, select the chaff dispenser pylon (you have got multi-target select haven't you? ).
5) Press "t" and then "m" to activate and launch the chaff (like you would a missile).
6) Pray that the missile is dumb enough to lock onto the chaff, and off your ass.
Steps 1 & 2 done on the equipment (F3) screen whilst docked at a suitable tech-level station or carrier.

Yup.
If you want an alternative system, try my Anti-Missile System (plus the Missile Analyser it needs, and an ECM system).

I would recommend an AMS any day over chaff. It has 6 darts in it. When it detects launch of an ECM proof missile, it tells you about it, then auto-launches a dart to intercept it. It ain't cheap, though. IIRC a single dart is around 3600 cr...

The system is 30,000 including 6 darts, and the replacement darts are 3,000 each (at tech level 9).

Injectors help, too. Few missiles are fast enough to chase down a ship running on injectors; just keep away from the missile, and it'll eventually run out of propellant and self-destruct harmlessly.
Quick injector bursts combined with evasion turns can shake up the aim of an enemy, too.

Or a cloak. Activate it and the missiles loose lock and go bang, then de-activate it again and carry on with your previously scheduled combat.
Also handy for sometimes turning red hockey-sticks back into yellow ones, at least temporarily so you can get some peace (or a better aim).

It's going to be awhile before our rookie acquires that piece of kit; he's barely started on his career. Let's stick to off-the-rack upgrades for now.

Aye, an AMS ain't cheap, but it's a nice peace of mind thing.
