Well there's no wonder I used to get caught dumping radioactives in that system, how could a big eye like that not see me?

I have been getting a bit annoyed with my ISP too but for throtting speeds, it's been impossible to use sopcast to watch live footy and many of the other links I use often get very stuttery. I have gotten to the stage where I have started to experiment with proxies. A free web proxy might be enough to bypass most blocked sites if that's all that your problem is but I am having to look at free proxy servers for mine.
