Restricted play

What's the deal with restricted play mode? It's meant to be old school right? No fuel injection, hardened missiles, shield boosters, etc. I just came across a Krait with fuel injectors, he ran, but not before sending a hardened missile my way. Press space, commander. Does that mean that only NPCs can use fancy kit?
