Why do none of the computer generated ships ever use energy bombs?

There's also that old favourite, oft debated in the Elite past, why do you not blow yourself up when you release your own energy bomb considering you only flew in a cobra MkIII.
This was a valid argument for Elite, because IIRC an energy bomb killed everything except a constricter.

It is very rare, it's only happened a couple of times to me.
Thinking about it, it may well have been my clumsy fingers at the height of battle toggling Y., but I don't recall having to purchase a replacement, perhaps other Ooliteers have seen it!

Do NPCs simply need to be equipped with Q-bombs to use them, or is something special needed in the AI?

I have personally taken a Q-bomb in the face twice now....
And I've just eaten an Energy Bomb.... At least I think that's what happened. One minute I'm in combat with a pirate Cobra III NjX, next thing there's an Energy Bomb style explosion and it's all, floating wreckage, Game Over, credit score and Press Space Commander.
