"Nearby ships, please stand by while we launch patrols"

Station broadcasts:
"Nearby ships, please stand by while we launch patrols".
"Patrol Alpha/Beta/Gamma/Delta, you're cleared for launch."
Where do these come from? Vanilla game code? An OXP?
In my current G7 game, the stations continually broadcast these - and I see no such patrols launching, just the usual ships.

Somewhat often my docking will be delayed by the launch of a Viper Patrol consisting of between 10 and 25 ships getting spit out from a station in rapid succession. A quick perusal of the vast number of OXZ's/OXP's in use in my Ooniverse did not revel any obvious culprits although Enhanced Vipers and Total Patrol might be candidates. Nothing jumped out at me as far as a "station populator" in either one of their code bases though. Did you happen to notice if this sort of thing happens in a particular range of economies, governments, or tech levels? Will keep an eye on these events in the future to see if any of these type of details can be pinned down. The most obvious answer would be Vanilla code activity but that would need one of the Grand Admiral's input to confirm that suspicion.

cim's Comms Pack A is the source of both of these. And given that it has nothing to do with launching ships, if patrols aren't launch, the problem is elsewhere.
