Oolite Bulletins

Having dug out my BB login for a different an more pressing issue, thought I’d pick some brains! I’ve managed to achieve (?) fugitive status, probably during a thargoid invasion mission when a some reservists foolishly got in the way of my cannons. Bounty is at 51. However when I jump systems it reverts to clean, and then back to fugitive again in a different system. Is it possible my status could be system-type specific?
For anyone who routinely runs at fugitive status, how do you cope!!! I like my creature comforts at a GalCop station! Even a rock hermit snubbed me!

There are a number of oxps which interfere with bounty, but with the wiki being down there is no available synopsis of which and how. Phkb’s “Bounty System” creates local bounties but these are usually for lesser offenses.
