Naval Energy Unit - Booster or Replacement?

The naval energy unit is listed in equipment.plist as incompatible with the extra energy unit. Obviously this means upon having the former one cannot purchase the latter.
Can one however also conclude that upon the player being awarded the NEU that any EEU present on their ship would be removed?
In other words, the player ship could have one or the other installed at any given time but never both?
I'm currently tweaking both base ship recharge rates and energy unit strength. Given the fact that multipliers are involved this is a rather delicate matter if not wishing to create significantly over(or under)-powered ships.
So is 2.6 (NEU) the max multiplier under normal circumstances?
