I'm sorry if this is the wrong place to ask. But I just got the game and am looking for maybe a list of all the best mods people use. I played this game a while ago and saw there were tons and tons of different expansions and mods. I have a fairly good computer if that matters. Also, any tips or advice in general is welcome too. Thank you, and sorry again if this is the wrong bulletin to ask.

Stick to eye-candy to start with. Once you have a good understanding of the core game you can add others one by one (so you get to learn what they do individually). This approach will avoid breaking the game in ways you don't want and will allow you to learn and understand any interactions and clashes that occur.

Don't worry, there is not a wrong place to ask in this friendly board - if you make a mistake then moderators will help by moving the topic to a better place. Anybody can suggest a move or split using the button with red exclamation mark in the right down corner of a post.
About mods, if you mean the in-game list then you saw only about the half of the available mods. We have another list with older mods also, these need manual installation steps but in the first months probably enough if you look into the in-game list.
As Smivs said, mods in the Ambience category are the most wanted and "safe" ones in the meaning of not changing the game so far from the core rules, like uberships or very strong enemies. But there are mixed types also, like Asteroid storm is not only contain better graphics for rocks but a mission also, so very important to read the documentation of all mods you install.
Click on the titles in the OXZ list, this is the same list as in-game and points to the wiki page or the forum topic of the mods where you should read much more than the few lines say in the game to avoid surprises.
Building your game is a part of the game here, so have fun!

as a follow up, there are some ambience mods that aren't available in the ingame manager though, like povray planets, but as Norby and Smivs said take your time to learn the game and then gradually add game changing stuff.
There are also expansions make you life easier, which might be just what you are looking for especially as a newbie (or if you suck at dogfighting with a keyboard like me, got to take some lessons at Lave academy I guess), but it all depends on your preferences.

There is no such thing as a best list, just many hundreds if not thousands of oxp/oxz add ons.

Your safe with the eyecandy/ambience and most of the equipment, not that as a Jamison (Thats what your called starting from scratch) you'll be able to afford any. Remember though, If you add Addon equipment, the NPC's get it too.
Missions will usually say what level is required, if not, Don't.
There are core game missions which I suggest you try first, or look for the Galaxy 1 missions.
Be warned.. Even they require a certain amount of equipment.
Fire power, Speed i.e. injectors and scoops are about as basic as you can get.
Save at every station! This will save a lot of swearing.
