Hopefully some quick questions:
(1) If the player is marked for fines, is it always a fixed amount (100CR), or can it vary? Is there some way of reading what the fine is?
(2) If a player docks when they don't have clearance, is the fine calculated as 5% of credit balance to a limit of 5000CR?

1. player.bounty * 50
In Undocumented Launch OXP I set the player bounty +2, and threaten a $100 fine, but you'd have to be very unlucky to actually suffer that penalty (bounty increases both the amount of the fine and the probability of having to pay it). After a witchspace jump bounty is halved and rounded down, so setting it to 2 is the smallest penalty possible, otherwise it would be 0 after the jump.
2. No idea.

Yes. 5% of your credits are taken away as fine for unauthorized dockiing and the maximum fine for this offence is 5000Cr.ralph_hh wrote:? Means 5% of the money you have?
