Communication in space

Hello !
If I am right, it is not possible to chat in space ? We can only recieve message but can't send any. (Is that right ?)
It might be fun to be able to add some coomunication, on the basis of what is done for missions (you are sent a message, you can reply by yes or no), or simply you are granted a choice of messages depending on your target, and your status toward it (unknown, enemy, or you have allready chated befor).
Of course, what you say could trigger other events.
Maybe should the choice be defined in the AI of the target.
So, does anybody find it interesting ?
