Yesterday, as I entered some station, a message flashed by telling
me I was fined 100 credits for not cleaning up (or something); it was
gone before I got a good look at it... ...what was it?

You were fined 100 credits for doing illegal things, and as an additional punishment given 'community service' which would have involved cleaning up the trumble pens or something equally knee-deep in critter poop. (Note the clock winds on quite a few hours when you get this punishment).
Funnily enough, despite being persistently Fugitive, I've not been given a punishment in a good long while. I'm quite good at evading the long arm of the law when station-side.

if a message goes by too quickly, you know you can recall the log by hitting your comms button.

Same here. Are you, like me, in the habit of docking using Shift-D as soon as you get in range?

Yes I am, except about 50% of the time I get "station refused to issue docking instructions" because I've been a bad boy.
