OOLiteInfo PHP Version.

As I have been in process of updating OOLiteInfo to use procedurally generated system details, I produced a version on PHP first, seeing as PHP is the language I know best.
Not to take anything away from PhantorGorth who has produced a lovely interactive map, but it seems like we have both been working on the same thing from 2 different directions.
His runs completely in browser using JS, which is some feat of programming and has route planning, which I have yet to add into the Python version of OOLiteInfo.
Major difference with mine is the ability to enter different seed numbers and see that change in the galaxy map accordingly.
I'm not sure how much I will update this version as it's main purpose was to help me understand the procedurally generated method.

Now I understand it, I will be implementing in the standalone Python version and if I play my cards right, I'm considering an iOS version.
