Oolite Bulletins

I have read about level 15 planets but I could not find one yet. I downloaded the planet list from wiki, but the maximum level there is 14. is there really 15 level planets? Cannot find them.

As things stand, there is nothing special about TL15 planets either...they are the same as TL14. I don't think it has been introduced yet, but in the future they will be distinctive, and indeed will be the only planets you will be able to get a broken Cloaking Device fixed. My Cloak Repair OXP already offers this feature as a stopgap measure, and some future OXPs may also be able to take advantage of their special-ness when this feature is introduced.

The level 14 planets listed are the ones appearing as level 15 in the game. Note that, internally, level counting starts from 0.

There is none. As far as I know, that was supposed to be part of the abandoned Oolite Extended project.
