As pointed out in the comments that male Budgie (you can tell that it's male because it's cere (the flesh around the nose) is blue) is most likely trying to hump the ball

My parents had a female budgie whose cere went blue after it fell into my dad's glass of Vermouth and Lemonade (very 70s) and it nearly drowned - I don't think its hang-over involved a sex-change though...
