How do i limit framerates / alter refresh rate

I have a lot of 'eyecandy' oxp's installed and have noticed my graphics are now a bit choppy. Is there an easy way (or file to edit) to set framerate/refresh rates to improve performance?

I have tried my control panel settings and set everything to run at max performance to no avail.

I have a quad core running at 4 Ghz with an Nvidia GTX 480 1.5 meg card and 6 gigs of Ram so it really should be able to run at max settings with no problem?

OS is windows 7 64 bit

I have run fraps and it reports 60 fps in menu screens and 50 fps average in flight but the graphics are still choppy which is especially noticable when viewing my save files (showing a Griff Cobra MKIII rotating). As my framerates are so high, it must be a shader issue when displaying Griff's models? All my drivers are up to date with no known issues and all diagnostics have resulted in a-ok results.

I keep my system fine-tuned so i'm at a loss to explain the performance hit, especially when my framerates are so high.

OXP -wise, I have famous planets, The latest Deep Horizons and nearly all of Griffs excellent ship model OXP's plus a lot of others

When you refer to chopiness, do you mean occasional momentary stuttering? 50fps is quite respectable if you consider that you load the system practically with everything eye-candy you've got. The momentary stutters are due to loading of models and textures most of the times, but it could be also due to scripts executing heavy duty activity. I would go ahead and check the game logs for any repeating errors just to be sure that at least what is in works without hiccups. We can then maybe take it from there.

The situation seems to have resolved itself. After a restart, the stuttering was gone so it must have been some sort of background process.

An intensive background process could indeed also interfere. I have noticed it plenty of times when McAfee starts a scheduled background scan while Oolite is running. It's pretty evident then that 'something doesn't jive'.
