Oolite Bulletins

Here are two updated "effectdata.plist" files, one for Carriers and one for EscortDeck

Replace the existing files with these, and see if that clears up the errors.

Использовал только carriers_effectdata, после перевода названий кораблей ошибок тоже нет.
