Thought of another - Fury (1947) by Henry Kuttner - the cities are underwater on Venus, since the Earth is somewhat destroyed, but you didn't say they had to be on Earth.

I'm of two minds about Atlantis because it's really a starship that happened to be underwater or floating at one point in time, and was designed to be (and eventually is) mobile, rather than being built as an underwater or floating city.

ok, lets see if this takes your fancy....

the Lexx is 10,000 M in length according to a chart i have...
Name 5 ships from 5 different universes/Authors etc. that are bigger than the Lexx

no space stations, so no DS9 or Babylon5 etc... if i cant find it on my chart i will ask for supporting evidence...

Those charts make this a little too easy, but I can think of a couple without looking that are bigger than the Lexx

Dahak, in David Weber's Mutineer's Moon and sequels. It's an alien starship which hid itself by the simple ruse of destroying the moon (a LONG time ago) and taking its place, with a fairly thin skin of rubble covering the hull.
