Interesting idea!

Does this still work?

Is the melee in all multi-govt systems - or just a proportion?
Are the participants just from the local systems (limiting the number of factions) or are they from far and wide?

Any plans for updating it from Cabal Common Library to Library?

Bump! I see you visited a month ago.

This and Free Trade Zones are currently the only OXPs aimed at Multi-Govs (Svengali's Local Hero mission won't run at all on modern Oolite).
