I’m not going to respond to subjective and policy aspects of this post just yet, but I want to clarify some technical points.
Smivs wrote:The situation began with Ahruman accidently giving moderator access to all the Spam Assassins when he intended to give this power only to the Master Assassins.
…
During the few hours I had moderator access, I detected two spammers who were attempting to post spam on the forum. One was extolling the virtues of a brand of headphones and the other was 'selling' Louis Vuitton handbags. I could have deleted both of these but chose not to act until the situation regarding our access was clarified.
For the record, the only permission involved was “Can approve posts”. Assuming the permissions are correctly labelled, Master Assassins can’t delete individual posts, and that should apply to the moderation queue too (even if the UI gives the impression that you could).
Smivs wrote:The second post had several links within it to the spammer's website. This kind of spam is insidious. The way it works is that the search engines (Google etc) have 'spiders' which crawl the web looking for links. In simple terms the more links to a site that these spiders find, the higher that site goes up the search results. So if one of these spammy posts is sitting on the BB server waiting for approval when the spider visits, those links will be noted and the spammer's website will marginally improve its ranking on the search engine.
Posts in the queue are invisible to non-moderators, including bots. Links in queued posts won’t be indexed. (Links in profiles will, though; unfortunately, there’s no permission bit to stop new users from adding profile links. A while ago, I removed the ability for new users to modify their signatures, which are also visible in the profile and can be used for additional indexed links.)

Thanks for the clarification. The second point is particularly reassuring - that is certainly something I was un-aware of.
As for policy, it's not really my job to debate such issues, although I'm happy to do so. But I will certainly chip in if I think I have something useful to contribute.

One is almost certainly OK, the other almost certainly isn't, but shows as clean as far as I can tell so I won't name them here just in case. The username starts with 'A' and encrypts as 'ngebybggr' using rot13. Profile is
