Yes, legal status slowly decreases over a number of jumps.. (depends on how big your bounty is, as to how long, exactly). I thought it might be a shallow sea, and you can see the Becetelan equivalent of coral reefs under the surface.

Just a nice view of the Arazaes system, I thought-- the volcanic planet in the lower left was particularly interesting to me.
