Sorry, but no.
I think you have both identified the time traveller so are close, but not close enough.
Clue 1 (part 1) contains the key - ' one from the past' is a character that has been, ' one in the future' is a character we have yet to meet (sort of).
Clue 1 (part 2) 'They are different, yet the same.' The time traveller and the nurse are different characters but in what way are they the same? Cracking this will give you the answer.

No, sorry.
Perhaps I am being a bit too cryptic, so...
Clue 2:- I am looking for the name of the actor who plays both roles.

I'm not a follower of Doctor Who, but... Jodie Whittaker?
I would advise stilts for the quagmires, and camels for the snowy hills
And any survivors, their debts I will certainly pay. There's always a way!

Cody wins the keys to the Tardis.
Early in her career Jodie Whittaker played nurse Samantha Adams in the cult 2011 sci-fi/horror/comedy film 'Attack the Block'. She is soon to be seen as the new (and first female) Dr Who.

The keys to a time machine? Ooh... thankee! As for 'too cryptic', Smivs, I reckon you'd have enjoyed the Elite Cryptic Crossword thread on the ED forum.

The Grateful Dead provided the theme music, and incidental music, for which sci-fi series?

Hmm, a tricky one, this is.
Because of the word "tie" you used twice, I'd guess you're looking for "The Robots of Dawn" and "Prelude to Foundation".

We live in a world with equal opportunities. And I think after some 50 years or so, it's about time a woman gets to get her hands on the TARDIS levers.

half correct. Robots of Dawn is the first i was looking for but the second not quite.

Oh well, considering that from the other two (in my opinion) remaining Foundation candidates I can think of, one is more of a wrap than a tie to the Robots series, I'll take my second chance with "Forward the Foundation".
