Well, given that they appear to have been the backing orchestra for The Eagles on one album the obvious suspect is Journey of the Sorcerer, which is of course the Hitch-Hiker's Guide to the Galaxy theme music. Is that what you were looking for?

First clue - I'm looking for an answer which is also a story title (and an explanation of what the answer means)
Second clue - It could very loosely be described as a biological weapon, but that might be misleading.

i googled an answer because i had no idea...hadn't read the book...
Aussies have our own planet and its the wealthiest in the universe.... lol

A 21-faceted moon and a network of relay stations are placed around the planet. Resident on the moon is Mother Hitton, a woman who is the "weapons mistress" and in charge of the care and feeding of the "Littul Kittons", which are in fact mink that have been selectively bred for centuries for psychotic, self-destructive madness.

He won a Hugo Award for Best Nonfiction Book (related to sci fi )
He was born in Launceston, Tasmania, but his family soon moved to Hobart, where his father was Associate Professor of Electrical Engineering at the University of Tasmania.

Well, I thought I knew this so I checked on Wikipedia; it turned out that I was right to think that Peter Nicholls (The Science Fiction Encyclopaedia) is an Australian but some of the other details don't match. I now know the correct answer, but I'll leave that to someone else since I had to check other winners of the award to find it.

Donald H. Tuck - The Encyclopedia of Science Fiction and Fantasy, Vol. 3: Miscellaneous

As distinct from the big Clute / Nicholls / Langford / Sleight SF encyclopaedia, which is a huge sprawling on-line thing.
