Latest versions of all OXPs and I did sell the Clipper to buy the Cyclops. Removing Clippers temporarily and loading then saving the Cyclops sorted the problem as you suggested.

That was Norby's suggestion - a nice quick easy way to sort it.
Thanks for the info - I will have to dig a bit deeper and do some testing, but I think I know what might be causing it.

Well, I'm hitting a brick wall with this because I can't reproduce it.
I'm selling the Boa Clipper, and am buying a new ship (several different models at different shipyards). Based on your description of the issue, it is at this point I would expect to see the external fuel tank offered for sale. I am not being offered external fuel tanks to buy in the shipyard anywhere, so everything seems to be working correctly.
If it's not too much trouble, could you re-install the Clippers OXP and see if this re-occurs. If it does, what tanks are offered (exact title/words please), how much are they, and what planet are you at (TL, Gov. type etc)?

I've re-installed Clipppers, no sign of it happening so far, but if it does I'll make notes.
