Sorry for the wait, all.
I had some business to attend to for a couple f days, with a few days spent in a hotel in the middle of nowhere.
Problem was, in part, the Evil Juice. In fact, if you look closely, behind every problem you can find a flagon of that darn stuff. It wasn't me this time, though. But as soon as the Anaconda arrived and my uncle got a whiff of it, he nabbed it before you could say ... well .... anything.
It's a good ship, the Anaconda, It's amazing how well it can be flown by a blind man. And to be fair, those satellites were on the list to be scrapped anyway.
Anyway, let's continue with the foreign questions.
A Luxembourghia..... Luxembourghe .... this man from Luxembourg was known by some SF writers as a rat and by others as a father figure.
Name him, please.

Oh well … I'm going to stick on a good solid cyberpunk album - Blondie's Parallel Lines should do it - and dig out William Gibson's short story "The Gernsback Continuum", and sulk.

I think this is a definite: one clue too far!!!!
I assume it was the award hint?
He was called Hugo the Rat by a number of authors whose stories were placed in his magazine, on account that he tended to pay little or even nothing for them! Yet others regard him as Father of Science Fiction.
I'm just glad that his term (Scientification) didn't make it as term for SF.
