No guesses yet? The group of scientists who take over the world do so, at least in part, for altruistic reasons. This is reflected in the oxymoronic title of the novel (the first of a trilogy).

The author's first and second names both begin with the same letter ... and one of the novels in the trilogy was possibly the first to reference the idea of a technological singularity.

Since you didn't specify what you wanted, I'll cover the bases by saying that the "ultimate weapon" is the Bobbler shield, and the scientists are from the Lawrence Livermore National Laboratory and call themselves the Peace Authority.

That's the one! The three books (two novels and one novella) are collected in Across Realtime. Well worth reading, I think. I wonder if some of the ideas behind it have perhaps influenced the plot of 0x10c?
