OK one I have to hand (having just finished it), as I'm travelling.
The descendants of a starship crew which mutinied and who now live in tribes and have titles that reflect the job roles of their ancestor crewmembers such as chairman and scientist. But following a series of events in the book, they once again encounter the ship and its cyborg "adviser".
Name the book and author.

Nope.
Next clue - the local neutron star and planets are all named after the original mutineers too, or at least corruptions of their names. And the information databank relics from the ship are commanded in Russian.
