Hi Yah-Ta-Hey,
It does have quiet times but is normally very busy. Sometimes when you join, there can be people there but the conversation has died down, so say 'Hello' and you'll often get a response.
I tend to log-on around 10.00am UK time and stay in until I go to bed around midnight, and it's still lively then, so maybe you just got unlucky.

IRC Chat room #Oolite house rules:

DS's is open to all (including children and larvae).

Basic Rules:
  1. Old Standard Galactic (English) only.
  2. Be nice.

Additional Rules:
  1. No smoking. Please go outside.
  2. No trumbles. (Other than on the menu.)
  3. Insects may not defecate anywhere they want. They must use the toilets.
  4. Felines must not eat the customers.
  5. Male Horny Lizards must behave around females (of any species). (This is a family friendly establishment.)
  6. Rodents must not gnaw the furniture.
  7. No dealing Arzaquarian Megaweed without a cut to the management.
  8. Slaves must be kept on a leash and clothed at all times.
  9. Some drinks are lethal to some species. Customers imbibe at their own risk.
  10. Do not ask for credit as refusal often offends. Try the Black Monks.
  11. Bar brawls will be stopped by opening the airlock.
  12. Do not drink and pilot your spaceship. You may leave your keys behind the bar.

Time Zone please. Suggest we use Zulu time. That would be GMT or CET -1 depending on what you are used to.

Yes, and being the space farer that you are, you know that when time is written, the Z is never omitted, regardless of where you are. 8)

New Segment for radio sombrero!
I'm going to play it via Skype (and talk a bit there) and post links to the songs in the IRC channel.
Music genres will be mainly Rock, Jazz and (a bit) Electronica, I think. First start: tonight at 7 PM UTC (summer time!).
