It should not be possible to buy both of them with Oolite 1.72.2. It was accidentally possible with some intermediate versions, but this bug has been squashed.

As far as I can recall the BBC Elite mission awarded NEU and subsequently ships having one already installed became available at shipyards. I don't think they could be bought, before or after the mission.

But might be mis-remembering.
