Parliament still sits at the Palace of Westminster (or Big Ben as many of the tourists refer to it as - which is the Bell not the clock, or the tower, or building) - as for the cellars - well - London is full of subterranean cellars there is a good chance that there are some under Westminster...

By "Hallmark" - I presume you mean the TV channel and not the Greeting Cards
