That should make it obvious if something's being cached.
Also do you have multiple copies/versions of Oolite installed and are you changing (and running) the correct one? I've managed that trick before now...
It was the latest log and I do not have multiple installations of that game. I even moved all outdated and disabled oxps to another disk.
Concerning anarchies: Maybe the game stores the search paths without ever updating them?

No, the search paths are always examined and updated as required. The game will notify you in the log when it does that, saying something along the lines of "Cache is stale (search paths have changed)" or "Cache is stale (modification dates have changed)".

I wouldn't be too worried about the double Anarchies. The first part of the log says that both OXPs are present, but only Anarchies 2.1 shows up in the list of world scripts.
Just a suggestion, though, as far as OXP-management is concerned: On my system I have a folder 'Downloads' seperate from the 'AddOns'-folder in my Oolite main directory. This is where I put in all new OXPs in the first place (and older versions go into the trash, when there is a new one). That's my OXP-archive, so to speak, and otherwise I don't touch it.
From there I c&p the OXPs I currently want to play with to the 'AddOns'-folder. If I don't want them anymore, I can just trash them. The original still lives in 'Downloads', after all.
Or, if I temporarily don't want an OXP anymore which I had customized for my own personal use, and therefore don't want to throw it away altogether, I move it into a folder named 'Disabled', that I created within the 'AddOns'-folder. */AddOns/Disabled/ is of course not in the list of Oolite's search paths, so the OXPs are safe in there, without the necessity to change any names. If I want to revive a disabled OXP, I just move it one folder up again.
I find this system quite helpful for myself. Perhaps it can help you as well to organize your OXPs.
