Who told you that? Multi-Government systems are the third most unsafe worlds right after Anarchies and Feudal systems. So they are less safe than (in that order) Dictatorships, Communist systems, Confederacies, Democracies and Corporate systems.
Which means it is no suprise at all that you may meet large bands of pirates in a Multi-Government system.
i think a kill log would be great, but if we have that, we should have a death log too. it should also list all the targets that were hostile to the player at the time, just so that we can get an idea as to how many were in the dogfight. i vote for it!
(i'd even vote for the easily done osx version now, but that's just because i use mac mostly.... ^^ )
