I don't think they would risk a cop returning to tell the tale of the un-charted rock even if it/he/she was bribed. It only takes one honest, stupid or too greedy cop to expose a base.

But as hackers are anarchy-only, the point is as they (you know who) say, moot.

Not if the local Chief of Police is on the take too... and I doubt if any Viper's scans or logs would render much useful information on return to base. There are some wicked ion squalls out there that can play havoc with electronic equipment. Apparently.
