but I've found that the lack of shipyard problem only seems to occur with some of the oxp's...mostly it's the one's where multiple ships are added...which leads me to think it might be related to the number of ships the oxp's have added...dunno exactly...(oddly enough the commies oxp also does this for me...but the dictators oxp doesn't)
