On balancing the Cloak, could it also drain energy a lot more?
To keep game balance against the Cloak, I've given some of my OXP ships an anti-cloaking device, allowing them to jam the player's ability to cloak at all. It was just too easy in an Imperial Courier with Naval and standard Engergy Units! Other NCPs cannot jam the cloak, but your new piece of Equipment (Mark Transponder Scanner) will not work whilst cloaked, so if cloaked you cannot tell the Difference between the ship you are being paid to kill and all the other normal Oolite ships in the system.

some additional drawbacks too powerfull EQ, would also be good.
for instance:
-ownership of racing-technology outside of systems containing racingtracks is illegal.
-millitary fuelinjectors are powerfull, but dirty. They have low fuel efficiency or use radioactives as a catalyst. (1tunne/1LY/fuel or gold:easier to detract fractions.)

maybe there need to be more simple contracts on stolen cloacking devices?
Basically an addition to the original cloak mission.
mission: A shipment of experimental devices have been stolen whilst enroute to Ibeze(or %P).
As you already know of these secret devices, (and own one!) we contact you again to undertake this critical mission.
Destroy or retrieve all stolen cloaking apperatus.
We trust you undertake this task with the usual discretion and finesse.
This has the potential to be a longstanding mission.
The player tallies up the 10odd kills he/she needs to complete the mission parameters.
Encounters with cloack equiped ships could be random or scripted with hints provided at certain times or locations. (or both
)
