Not quite. Cabin temp is recorded as a decimal, with a normal temp being a value of around 0.23. Multiplying it by 100 just moves the decimal place. All that snippet is doing is translating the value into a range in order to choose which warning icon to show.
The Vimana-X gauge does use 100 as the max value, but given that your ship starts to fall apart at that temp, it's probably not going to matter a great deal if the *actual* temp gets to 105 or higher.
