Good question. Vanila Oolite has the ASC; this just makes it more legible. I don't think providing the distances is a cheat by itself; more info but not really actionable.

However, if you opt for the extended option, which gives you more entities than the compass, that's different.
Are we talking about the Nav Beacons MFD here? Because it doesn't have an extended option.

In case we are talking about Nav Beacons MFD, here's my list of reasons as to why this OXP is not a cheat:
1. It is only listing things that have beacons (ie it is advertising itself to the system). If something doesn't have a beacon, it shouldn't appear in the Nav Beacons MFD. If it does, it's a bug, not a feature. Every item in the list should be selectable with the ASC.
2. Including the distance next to each beacon is only doing what any number of other HUD's are doing (for instance Vimana-X) whenever you select a navigation target with your ASC.

The defense rests its case.
