I wasn't aware that Tionisla Reporter required Behemoth (back when I worked on it, it didn't), but there you go! As mentioned above, I don't know the status of Galactic Navy, but if you've downloaded it, just drop the .oxp into your AddOns folder and see what happens.
GN is still functioning, there are problems (like a broken market) but the main missions are still working.

Just fore safety purposes: My Addons folder is empty, isn't it? Even though I am runing > 100 Addons - Do I am guessing right: ZIP files are downloaded to the Add-On folder and then extracted / removed from there during installtion?
You are probably referring to addons that you installed via the in-game manager, right? They would be in the ManagedAddOns folder, so it is correct that your AddOns folder is empty.

There are two places where Oolite looks for expansion packs before executing them. The first is from a folder named AddOns. This is the older and original method of accessing expansion packs. Everything in this folder will be a sub-folder that has the extension .oxp (foldername.oxp). The second is from a folder named ManagedAddOns. This is the newer method of accessing expansion packs, usually from the in game Expansion Manager. Everything in this folder will be a file (as opposed to a folder) with the extension .oxz (expansionpackname.oxz).

What goes where is only a matter of when (and sometimes how) it was created. Older stuff goes into the AddOns folder as a sub-folder. Newer stuff goes into the ManagedAddOns folder as a file. Once placed in the proper location the folders/files are read every time Oolite starts up. Nothing is removed from or changed in any way at either location by the game itself. Only you can decide what folders/files to add or remove at either location.
