I assume by communications it's really one sided them talking to you rather than being able to respond (well, aside from with lasers )

I lose track of which is core comms and which is this OXP - but I've seen a bandit Sidewinder demanding cargo from a GalCop Viper Interceptor.

Could happen, the way the messages are set up - there's a lot of "give us your cargo" on the generic pirate attack messages.
