It really does seem to be running Oolite - and running it without any keyboard presses, but rather just by a click - that, albeit only sometimes, reinstates the language bar. I wonder what in Oolite (or Oolite combined with Windows 8) that does it? I bet this is a Windows 8 bug - since this behaviour smells of microsoft bug-ery (if I may put it that way), i.e. / e.g. I had not dissimilar problems with the language bar on Windows XP.

Right: I've worked it out. To stop Oolite making the language bar reappear:

control panel - language - options - advanced settings - tick (!) 'use the desktop language bar when it is available' and then select the 'options' for that, and set the bar to be hidden. If one just turns the language bar off, by unticking 'use the desktop language bar when it is available' , then one gets the problem. Blimey.

I thought I'd post the solution here in case it could help someone else. For this is one of those (innumerable) Windows problems that drive one mad . .
